SSMID renewal In the early 2000s, business owners in the downtown corridor grew increasingly concerned about the effects of crime, deferred maintenance, and declining activity in the area and how these challenges negatively impacted their operations. After meeting informally to address these concerns, community leaders formed Downtown Shareholders of Kansas City, Kansas, Inc. (DTS) to coordinate efforts focused on economic development, safety, cleanliness, and the overall appearance of Downtown. Working in partnership with the Unified Government, DTS helped establish the Downtown Self-Supporting Municipal Improvement District (SSMID), funded through a special assessment on non-residential properties within district boundaries. Tax collections began in 2008, and the Safety and Cleaning Ambassador programs launched in June 2009. The Unified Government Board of Commissioners appoints an eleven-member Advisory Board to oversee operations. The UG contracts with Downtown Shareholders to manage SSMID operations, supervise service providers, and implement district programs. The SSMID was renewed in 2016 for a ten-year term ending December 31, 2026. The foundation of our revitalization work is a clean and safe downtown district. This helps retain businesses, attract new businesses and residents, attract investment, and restore pride in Downtown KCK. Renewal of the SSMID will allow these important services to continue. A public hearing will be held on 9/3/26 at 5:30 at City Hall.
