Downtown Shareholders Seeks Bids for Security and Street Cleaning Services

Downtown Shareholders of Kansas City, Kansas, Inc. (DTS KCK), an Equal Opportunity Employer, is seeking bids for two contracts to provide security services and street cleaning services for the downtown area of Kansas City, Kansas. DTS KCK acts as the administrator of the local Self-Supported Municipal Improvement District (SSMID), formed in 2008. The SSMID is a taxing mechanism authorized by the State of Kansas, allowing local governments to levy additional taxes on property owners in a defined commercial/business area. The additional tax revenue must be used for specific improvements within the district. This area is roughly bounded by 4th to 18th Streets, and Washington Boulevard to Sandusky Avenue in downtown Kansas City, KS. This SSMID was established by the Board of Commissioners of the Unified Government of Wyandotte County and Kansas City, Kansas following petition drive by local property owners in 2008. It is overseen by an eleven member board that meets as needed.

DTS KCK provides streetscape cleanup service (trash removal, light weed control, light sweeping, etc.) in the defined service area through a contractor. It also provides for Security Officers in the service area through a licensed and approved contracting agency. Current contracts expire on or about the end of December, 2015; the contracts being solicited will be for 2016.

Firms are welcome to present proposals for either the Security Services or Cleaning contracts, or both, depending on their qualifications. Qualified firms are invited to review the RFP documents and to submit bids by November 9, 2015. Details on service requirements, performance standards, and responses will be found in each individual RFP. Please note that contract award is also dependent on the business being licensed through the Unified Government of Wyandotte County and Kansas City, KS, and compliance with all state and local law governing their respective proposals (this is especially pertinent to the Security service contract).
